Project Description

According to the Bank’s website, both Xianning and Chibi face significant flooding risk. Drainage is outdated, and urban infrastructure has reduced permeable surfaces. Flood events inundate large sections of the city, and impact safety and mobility for residences.

The proposed project components include interventions in three broad areas, across two cities Xianning and Chibi: (i) urban flood adaptation and resilience; (ii) urban public transport and non-motorized transport improvements, and (iii) capacity strengthening.

Xianning, with a permanent resident population of 2.6 million is located in the southeastern part of Hubei Province, PRC, on the southern bank of the middle reach of Yangtze River. It is endowed with abundant natural resources including water, minerals and biological resources, and is considered part of the Wuhan City Circle. The city's natural resources and scenic attractions bolster its tourism industry, and the manufacturing sector drives industrial growth and employment opportunities. Despite its natural resources and strategic location, in 2022, It ranked 11th in GDP among the 17 cities/regions of Hubei Province, contributing only 3.5% to the provincial GDP. Xianning's GDP per capita is around 71,677 CNY, compared to the provincial average of 92,000 CNY, indicating its developmental lag within the region's economy. Economic growth and development are being constrained by frequent flood events, poor public transport connectivity and traffic safety. Xianning city has recognized the need for transformation of industrial structures, the promotion of innovation, improved climate resilience, ecological conservation and green transportation to drive sustainable economic growth.
