According to the Bank’s website, the proposed technical assistance (TA) is Subproject 2 of the Technical Assistance(TA) Cluster: Supporting Climate-Resilient and Low-Carbon Health Systems through the Climate and Health Initiative (Project No 58085-001). The Climate and Health Initiative (CHI) will mainstream the climate-health agenda at ADB. The cluster TA includes several subprojects. Subproject 1, for a value of $3 million, was approved by the Urban Resilience Trust Fund (URTF) on 18 March 2024.
Southeast Asia is one of the most climate-vulnerable regions in the world with Philippines, Thailand and Viet Nam belonging to the 10 most climate-affected countries over the last two decades. The effects of climate change on health are expected to intensify in the region, augmenting the risks of disasters, infectious diseases and cardiovascular and respiratory diseases. Individuals with preexisting conditions (e.g., asthma, cardiovascular diseases) and marginalized groups, including poor women and children, are among the most affected. Most Southeast Asian countries have made modest progress in strengthening the climate resilience of their health systems. Often, policies are insufficiently translated into actions due to inadequate funding and personnel specialized on climate resilience. Weak intergovernmental coordination and engagement with civil society and the private sector remain barriers. To counter these challenges, the Asian Development Bank (ADB) has committed $100 billion to climate finance from 2019 to 2030, and 15% climate financing across health projects. The ADB Strategy 2030 operational priority 3 focuses on tackling climate change, building climate and disaster resilience, and enhancing environmental sustainability.
TA cluster subproject 2 will have the following outcome: climate resilience capacity of Southeast Asian health systems strengthened. The outcome of subproject 2 is fully aligned with the TA cluster's outcome, regional and developing member countries (DMC) capacities to develop inclusive climate-resilient and low-carbon health systems and services improved.
Subproject 2 target countries will be Cambodia, Lao People's Democratic Republic (Lao PDR), Philippines, Thailand, and Viet Nam.

The TA cluster subproject financing amount is $2,000,000, which will be financed on a grant basis by the Japan Fund for Prosperous and Resilient Asia and the Pacific (JFPR) and administered by ADB.
DMCs will provide counterpart support in the form of counterpart staff, office supplies, domestic transportation, and other in-kind contributions.
