According to the bank's website, the "Government of Indonesia, through the Directorate General of Highways (DGH) of the Ministry of Public Works, has sought financial assistance from the Asian Development Bank (ADB) to upgrade railway level crossings along national roads, aiming to improve safety and reduce greenhouse gas emissions caused by traffic congestion. The project, covering approximately 139 identified locations in Java and Sumatra, is scheduled as a project loan in the ADB pipeline (20252027) with preparatory work under a Project Readiness Facility (PRF) in 2026. To support this, the proposed Technical Assistance (TA) will help DGH conduct preliminary assessments, prepare sustainable and inclusive design references for grade separations, and update feasibility studies while addressing technical, land readiness, and safeguard challenges. Aligned with ADB's Country Partnership Strategy for Indonesia (20202024), the TA supports Indonesia's goals of reducing greenhouse gas emissions, promoting safe and inclusive infrastructure, and advancing economic recovery through the transport sector".

ACCOUNTABILITY MECHANISM OF ADB
The Accountability Mechanism is an independent complaint mechanism and fact-finding body for people who believe they are likely to be, or have been, adversely affected by an Asian Development Bank-financed project. If you submit a complaint to the Accountability Mechanism, they may investigate to assess whether the Asian Development Bank is following its own policies and procedures for preventing harm to people or the environment.
