Project Description
If provided by the financial institution, the Early Warning System Team writes a short summary describing the purported development objective of the project and project components. Review the complete project documentation for a detailed description.

According to the bank disclosure statement, the proposed program will support the enhancement of Pakistan's resilience to disasters triggered by natural hazards and the impacts of climate change. Through an integrated approach, the program will support (i) strengthened institutional capacity for strategy, planning, and response; (ii) increased investment in disaster risk reduction (DRR) and climate resilience; and (iii) enhanced disaster risk financing (DRF) using a risk-layered approach. The program is aligned with Pakistan's (i) Vision 2025; (ii) Resilient Recovery, Rehabilitation, and Reconstruction Framework (4RF); (iii) updated Nationally Determined Contribution and updated National Climate Change Policy; and (iv) National Adaptation Plan. The proposed program is in line with the country partnership strategy for Pakistan, 20212025 of the Asian Development Bank (ADB). It is aligned with ADB's Strategy 2030 operational priorities (OPs), specifically (i) OP1 on addressing remaining poverty and reducing inequalities; (ii) OP2 on accelerating progress in gender equality; (iii) OP3 on tackling climate change, building climate and disaster resilience, and enhancing environmental sustainability; (iv) OP5 on rural development and food security; and (v) OP6 on strengthening governance and institutional capacity. This is the PBL's subprogram 2 with CDF option.
