Asstated by the EBRD, the project consists of the provision of a senior loan of up to EUR 350 million to the City of Bucharest, to be divided in several tranches, to co-finance, alongside the European Union and the European Investment Bank (EIB), the City's priority investment programme for the modernisation and greening of its public transport.
The Project comprises:
(i) modernisation of the public tram system,
(ii) extension of tramlines along the Prelungirea Ghencea corridor and
(iii) acquisition of trolleybuses to increase passenger transport capacity.
The Project aims to modernise and expand Bucharest public transport system through investments in electric mobility infrastructure, improving urban mobility, connectivity and accessibility while reducing greenhouse gas emissions and air pollution.
Developed under the EBRD Green Cities Framework, the Project builds on the City's Green City Action Plan and includes reforms to strengthen the governance and long-term sustainability of public transport services.
The Project is being developed under the EBRD'sGrCF3 W2, which supports cities in addressing environmental challenges through green investments and policy reforms.
Bucharest is the capital and largest city of Romania, with a population of around 2 million inhabitants, and serves as the country's main economic, financial and administrative centre and generating a significant share of national economic output.

ACCOUNTABILITY MECHANISM OF EBRD
The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project. Additionally, the PCM has the authority to recommend a project be suspended in the event that harm is imminent.
