According to the Bank’s website, the project consists of the provision of a senior unsecured local currency loan of up to RSD 587 million (approximately EUR5 million equivalent) under the EBRD Financial Intermediaries Framework ("FIF") for on-lending to small and medium-sized enterprises ("SMEs") in Serbia.
The loan is intended to facilitate the expansion of lending to private businesses through working capital lines and investment loans, including to enterprises operating in economically less developed regions of the country. The bank will aim to allocate up to 30% of the proceeds to GET-eligible projects which are expected to come from investments in renewable energy and energy efficient projects.
Categorised FI (ESP 2024). 3B is an existing client of the EBRD. Eligible subprojects will support SME finance and microfinance and are likely to present low environmental and social (E&S) risk. The main E&S risks relate to the client's capacity to implement its ESMS and potential impacts from financed subprojects.

3 Banka Serbia ("3B") is the only microfinance bank in Serbia, focusing almost exclusively on micro lending to farmers, entrepreneurs and retail clients in rural regions of Serbia. At YE25, the bank had total assets of EUR 302 million and loan book of EUR 234 million. 3B is ranked 16th out of 19 banks in the sector with a 0.5% market share by assets and 0.7% by loans. The bank serves over 60,000 clients via 5 branches, 33 business units and around 478 employees.

ACCOUNTABILITY MECHANISM OF EBRD
The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project. Additionally, the PCM has the authority to recommend a project be suspended in the event that harm is imminent.
