According to bank provided information, the investment involves the provision of up to EUR 250 million loan in favour of Office National de l'Electricite et de l'Eau Potable ("ONEE"), including a committed Tranche A of EUR 120 million and an uncommitted Tranche B of EUR 130 million, to finance ONEE's Water Performance Improvement Programme. The EBRD loan will be guaranteed by Societe Nationale de Garantie et de Financement de l'Entreprise ("SNGFE").
The Project will improve the efficiency, reliability and resilience of Morocco's potable water supply systems. The financing will enable the rehabilitation and upgrading of water infrastructure to reduce non-revenue water, improve network performance and ensure continuity of service for end-users nationwide, while supporting the modernisation of metering and monitoring systems.
Categorised B (2024 ESP). Key E&S risks and issues to be considered for this multi-site water network rehabilitation programme project include: the client's E&S management capacity; management of non-employee and contractor workers during construction; gender considerations; community health and safety; temporary land access restrictions; physical or economic displacement; impacts on sensitive biodiversity areas; and stakeholder engagement and grievance mechanism.
At this stage, detailed information on the extent of any capacity expansion, any physical footprint expansion or impact to sensitive biodiversity areas is not yet available.

Office National de l'Electricite et de l'Eau Potable ("ONEE") is Morocco's stateiowned national electricity and water utility responsible for electricity generation and potable water production. Through its Water business, ONEE is responsible for the planning, development and operation of strategic potable water production infrastructure nationwide, playing a central role in strengthening the security of potable water production and conveyance in a context of increasing water stress.
The EBRD loan will be guaranteed by Societe Nationale de Garantie et de Financement de l'Entreprise ("SNGFE").

The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project. Additionally, the PCM has the authority to recommend a project be suspended in the event that harm is imminent.
