According to the Bank’s website, the proposed project will support the governments priority on low-carbon growth and high-quality and green development through the construction of smart, green, and resilient inland river ports and the demonstration of clean energy shipping routes in Anhui Province. The project will be implemented using the sector loan modality.
The project aims to reduce greenhouse gas emissions, enhance resilience to extreme weather events, and strengthen logistics connectivity to support inclusive and sustainable economic growth. It will directly benefit an estimated 1.17 million residents—including women, low-income groups, and persons with disabilities—through improved transport efficiency, reduced logistics costs, and increased employment opportunities.

The Zhouji Wharf subproject was classified category A for environment, and an environmental impact assessment (EIA) including an environmental management plan (EMP) was prepared. The Clean Energy Shipping I subproject was classified category C, and an environmental implications report (EIR) was prepared. Based on the Zhouji Wharf subproject EIA, potential negative environmental impacts from wharf construction are short-term and localized during construction, including fugitive dust, noise, habitat alteration, wastewater, solid waste, noise and vibration, and risks to worker health and safety. Impacts from wharf operation may include air and water pollution, accidental spills, noise, and safety risks.
Based on the Clean Energy Shipping I subproject EIR, potential negative impacts associated with cleaner energy vessel procurement are short-term and minor, including safety risks from ship transport, emissions and spills, packaging waste, health and safety risks, and emergencies.
The Zhouji Wharf subproject will acquire 270.17 mu of land, including 158.92 mu of rural collective land and 111.25 mu of state-owned land. Along with land acquisition, 11,321.05 square meters of rural residential houses will be demolished. Rural land acquisition and house demolition will affect 220 households and 687 persons, of whom 172 households with 544 persons will experience major impacts because of physical displacement. The resettlement plan was disclosed to the project affected people in the local language in August 2025.
Ethnic minorities (0.41% of the population) are highly dispersed in the project areas. The project will benefit all residents and will not have differential impacts on any specific ethnic minority communities that would trigger ADB's policy requirements on Indigenous Peoples.
The financing amount is $106,050,000, which will be financed on a loan basis by ADB’s ordinary capital resources.
