According to the Bank’s website, the project is aligned with the following impact: resilient human settlement for all from the 2022 floods ensured. The project will have the following outcome: inclusive and resilient housing and community infrastructure in Sindh increased.
Following Asian Development Bank (ADB)s reconnaissance mission in October 2023 and Government of Pakistans request on 11 January 2024, ADB prepared an EAL to support governments post-flood recovery processes. The project will support (i) reconstruction of up to 250,000 beneficiary-driven flood-affected (both completed destroyed and partially damaged) houses with multi-hazard resilient and environment- and gender-responsive design, and (ii) community-led settlement improvement projects (e.g., water, sanitation and hygiene (WASH), essential infrastructure, livelihoods recovery) for sustainable community development in Sindh Province. It was part of ADBs 1.5 billion pledges of support for 2024-2025 at the International Conference on Climate Resilient Pakistan, co-hosted by the Government of Pakistan and the United Nations in Geneva in Januoary 2023. As a follow-up to the Geneva conference, the Government of Sindh (Gos) and United Nations Development Programme Pakistan co-hosted the conference on Resilient Sindh: From Pledges to Reconstruction in Karachi on 8 February 2023. At this conference, the GoS requested ADB, among other donors, to consider provision of financing to support rehabilitation of housing and community infrastructure, as part of ADBs overall commitment.
The Project follows the environmental and social standards of WB and ADB. Based on WB standards, the environmental and social risk of the project is categorized as “Substantial”. As per ADB’s SPS 2009 requirements, the Project is classified category ‘B’ for Environment since potential impacts from the sub-projects are expected to be site specific and few, if any, are irreversible. For Involuntary Resettlement and Indigenous People safeguards requirements, the Project is classified category ‘C’.
