According to the Bank’s website, the project consists of (i) a proposed loan and (ii) a proposed grant, both to the Republic of Fiji for the Healthy Oceans and Water Security Improvement Project. The report also describes the proposed administration of technical assistance (TA) to be provided by the Japan Fund for Prosperous and Resilient Asia and the Pacific for Supporting the Healthy Oceans and Water Security Improvement Project.
Environment (category B). The ESIA confirms that negative impacts will largely be limited to those generated during construction, will be short term, and will be localized and site specific.
Involuntary resettlement (category B). For the Kinoya WWTP works, one household requires resettlement. It was assessed that the activities under the performance-based NRW contract (which will mainly involve meter replacement, pressure management, and leak repairs) will not have any involuntary resettlement impacts.
Indigenous Peoples (category C). The works will not adversely impact any distinct and vulnerable group of Indigenous Peoples as referred to in the Safeguard Policy Statement.
Asian Development Bank: $135.0 million (concessional loan) and $10.0 million (Asian Development Fund grant)
Government of Fiji: $26.0 million
Japan Fund for Prosperous and Resilient Asia and the Pacific: $2.0 million (TA grant)
The loan will have an interest charge at the rate of 1.0% per year; a term of 40 years, including a grace period of 10 years; repayment of principal at 2.0% per year for the first 10 years after the grace period and 4.0% per year thereafter; and such other terms and conditions set forth in the draft loan, grant, and project agreements.
