As stated by the EBRD, the project consists of a sovereign loan of up to EUR6 million to the Kyrgyz Republic, to be on-lent to the City of Manas for the benefit of the municipal enterprise "Management of Vodokanal" to finance the expansion of the City's wastewater treatment plant. The EBRD loan will have a tenor of 18 years, including a 4-year grace period.
The Project will be co-financed by an investment grant of up to EUR2 million from the EBRD Shareholder Special Fund ("SSF") and/or other international donors.
The transaction is proposed under the Integrated Water Resources Management Framework.
The Project aims to expand the capacity of the Manas WWTP from 20,000 to 40,000 m3/day to meet growing wastewater treatment demand, improve public health and environmental outcomes, and enhance climate resilience through the safe reuse of treated wastewater for irrigation. Also, the Project builds on the Bank's previous successful interventions in the City's water and wastewater infrastructure, supporting the long-term sustainability and efficiency of municipal services.
The Borrower will be the Kyrgyz Republic (KR), represented by the Ministry of Finance. The loan will be on-lent to the City of Manas for the benefit of the municipal enterprise "Management of Vodokanal". The Company is wholly owned by the City and is responsible for the provision of water supply and sanitation services in the City.
