According to the Bank’s website, the technical assistance will strengthen public procurement and state audit functions of the Government of the Lao People's Democratic Republic (Lao PDR), contributing to stronger accountability mechanisms for more effective and transparent delivery of government investment program and use of public funds. Strengthened accountability mechanisms will in turn contribute to enhanced reliance on country systems, and the efficient and effective implementation of ADB-funded projects.
The TA financing amount is $1.8 million, of which (i) $0.8 million will be financed on a grant basis by ADB’s Technical Assistance Special Fund (TASF 7) public debt management set-aside to support activities under output 1 and (ii) $1.0 million will be financed on a grant basis by the United States Agency for International Development to support activities under output 2, and administered by ADB.

ACCOUNTABILITY MECHANISM OF ADB
The Accountability Mechanism is an independent complaint mechanism and fact-finding body for people who believe they are likely to be, or have been, adversely affected by an Asian Development Bank-financed project. If you submit a complaint to the Accountability Mechanism, they may investigate to assess whether the Asian Development Bank is following its own policies and procedures for preventing harm to people or the environment. You can learn more about the Accountability Mechanism and how to file a complaint at: http://www.adb.org/site/accountability-mechanism/main.
