According to ADB, the proposed project targets the following impact: tourism economy in the five districts (Hamirpur, Kangra, Kullu, Mandi, and Shimla) make a complete recovery from the pandemic downturn and return to steady growth trajectory. Sustainable and resilient tourism interventions help in spreading social and economic benefits of tourism more widely within the five districts. The project's outcomes are - a vibrant tourism economy, improved sustainability of destinations, resilience to seasonality, effectiveness in spreading economic benefits and an enhanced profile as a preferred tourism destination.
The proposed project builds on these experiences and lesson learned, with interventions directed at three levels: (i) at site-specific locations tourist amenities that create a new tourism experience and positively impact local employment and livelihoods especially for women and girls; (ii) district-level projects that will provide benefits through improved connectivity, stronger industry ecosystems, community initiatives and public sector destination management capacity; and (iii) state-level initiatives with the goal to enhance institutional capacity, improve sector governance and gender responsive sector management.
