According to the Bank’s website, the proposed Cluster Technical Assistance (TA) Subproject 2 will support the conduct of high-level evaluations, learning products, and knowledge activities under the 2027 work plan of the Independent Evaluation Department (IED). It includes (1) corporate and thematic evaluations aligned with ADB's Strategy 2030's Mid-term Review and New Operating Model (NOM) priorities; (2) country assistance program evaluation and validation to inform programming cycles; (3) sector evaluations at country or regional level addressing Strategy 2030 and NOM priorities; and (4) systematic reviews, topical papers, and ad hoc activities to strengthen evaluation methods, tools, partnerships, and systems.
Subproject 2 supports the TA clusters' goal to enhance ADB's development effectiveness through independent evaluation. IED will produce strategic evaluations that guide policy and operations. By strengthening evaluation knowledge, engaging stakeholders, and increasing dissemination of findings, the subproject delivers evidence-based insights to improve institutional performance and development outcomes across ADB's priorities of client-centric solutions, private sector development, climate action, and operational innovation.
The TA financing amount is $1,750,000, which will be financed on a grant basis by ADB’s Technical Assistance Special Fund.

ACCOUNTABILITY MECHANISM OF ADB
The Accountability Mechanism is an independent complaint mechanism and fact-finding body for people who believe they are likely to be, or have been, adversely affected by an Asian Development Bank-financed project. If you submit a complaint to the Accountability Mechanism, they may investigate to assess whether the Asian Development Bank is following its own policies and procedures for preventing harm to people or the environment.
