Project Description

As stated by the ADB, the proceeds of the ADB financing will be utilized to fund the construction and operation of 400 MW(AC) solar-photovoltaic power project at Raghanesda Solar Park in in Gujarat, India.

The project is aligned with the government's target of reaching at least 500 gigawatts of non-fossil energy capacity, meeting 50% of India's energy requirements from renewable energy, and reducing the carbon emissions intensity of the economy by 45% by 2030.

People Affected By This Project refers to the communities of people likely to be affected positively or negatively by a project.
  • According to ADB, the proposed project area does not fall within the Schedule V areas as designated by the Ministry of Tribal Affairs of the Government of India. Government's allocation of the land to the project will not result in any negative or positive impacts on indigenous peoples or scheduled tribes.
  • The Project is proposed on land distributed among three villages (Deruki, Ratanpal and Shapa) in SurendranagarDistrict of which Deruki Village shares the maximum land parcel. The overhead transmission line will be connected from the east side of the Project with the 400 kV GETCO Shapar substation (22°28'53.17"N, 71°18'26.10"E).
  • An environmental and social compliance audit (ESCA) as per ADB SPS was commissioned to review the compliance of ongoing preconstruction activities and land procurement process along with related involuntary resettlement. Per the ESCA, Enren is in the process of acquiring a total of 1,650 acres of land for the project. Approximately 992 acres are private agricultural land being acquired through a long-term lease agreement on a willing lessor and willing lessee basis. The remaining 658 acres are government land parcels which will be allotted by the district administration.
  • Informal land use (wheat farm) and structures (residential structure of a migrant agricultural worker and a cattle trough) have been identified on two to three parcels of government land. Grazing activities have also been observed in the area.
  • As for the land for evacuation infrastructure, the distance between the project site and the existing substation is about 200 meters, requiring no easement rights as the 220kV transmission line runs through government land.
  • A project resettlement and livelihood restoration plan (RLRP) will address involuntary resettlement impacts on the affected people on such government land parcels and will be actioned if these parcels are finally allotted to the project. The RLRP will also address any impacts on landowners (landlessness, impoverishment) who willingly leased their land to the project through negotiated settlement.
