According to the ADB, the TA will will improve the environmental safeguard performance of the Central and West Asia Department developing member countries to foster effective infrastructure development in Central and West Asia by (i) developing a region-wide strategy and plan for sustainable environmental safeguard capacity strengthening, and (ii) providing targeted training and sector- and/or project-specific consulting services in Central and West Asia.
The TA will:
(i) support executing and implementing agencies to meet the environmental safeguard requirements of ADB's Safeguard Policy Statement (2009) and its updates;
(ii) deploy international and national consultants to provide technical expertise to executing and implementing agencies and achieve high project readiness in safeguards and strengthen safeguards implementation;
(iii) utilize and build on knowledge products and relationships developed under ADB's TA projects to address limited familiarity of executing and implementing agencies with international standards and practices;
(iv) identify gaps in a timely manner between local practice and ADB safeguard policies, and develop a strategy to effectively bridge these gaps; and
(v) support the use of multimedia knowledge products, information and communication technology, and other innovative tools to achieve the outcome.
