According to the Bank’s website, the project consists of the provision of a senior loan in the amount of up to EUR4 million to the City of Belgrade (the "City" or the "Borrower"), as an extension to the Bank's existing loan of EUR5 million provided under the GrCF2 W2 - Belgrade Public Buildings Project (Project ID 51421).
The loan extension will be used to finance (i) a funding shortfall that emerged following the procurement process for the existing project, which will support implementation of energy efficiency ("EE") and associated structural improvements at the City Library and the Student Hospital (as originally planned), and (ii) expansion of the project scope to include the renovation of up to three additional public kindergartens in Belgrade.
The Project will be co-financed with an additional investment grant of up to EUR4 million and an additional technical assistance grant of EUR0.3 million for the works supervision, provided by the European Union ("EU") under the Instrument for Pre-Accession Assistance ("IPA") 2020.
The Project aims to support the substantial EE renovation of additional five public buildings in the city of Belgrade. The works consist of installation of thermal insulation, repair of building envelopes, the upgrade of heating, ventilation and cooling systems, and the replacement of lighting systems. EE improvements will help achieve energy cost savings and reduction of carbon dioxide emissions. The Project is a continuation of an existing project (Project ID 51421) which is currently under implementation and involves EE renovation of the Emergency Medical Institute.
The Project forms part of the Bank's wider engagement with the City of Belgrade under the EBRD Green Cities. The Project is a follow-on investment under Green Cities Framework 3 Window II (the "GrCF3 W2") and Belgrade's Green City Action Plan (the "GCAP"), which was approved in June 2021.

Pollution prevention and waste management issues will be addressed through the implementation of ESMP. Measures for emergency preparedness and response, including responses to accidental spillages, are included in Project's ESMP. Temporary relocation of users and staff will be required during construction works for all five facilities. As a result, there will be no direct exposure of the public or employees working in the public buildings to construction-related risks such as noise, dust or safety hazards. Relocation activities are not expected to result in any risks.
All buildings included in the Project are existing facilities, and all planned reconstruction works will be carried out within publicly owned land. Furthermore, the Project is not expected to cause any restrictions in land use, loss of access to assets or services or any other impacts that would result in involuntary resettlement as defined by the EBRD ESR 5. The Project locations are situated in urban and semi-urban areas and outside biodiversity protected areas. Site visits and discussions with building representatives did not confirm the presence of roosting sites for birds or bats.
Three of the five Project buildings are protected under the national legislation for cultural heritage.

ACCOUNTABILITY MECHANISM OF EBRD
The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project. Additionally, the PCM has the authority to recommend a project be suspended in the event that harm is imminent.
