According to the Bank’s website, the transaction TA facility will support the development of bankable projects in the Republic of the Philippines, that will be implemented through Public-Private Partnerships (PPP). The TA facility will enable OPPP to provide transaction advisory services (TAS) to these projects and to engage technical, legal, and subject matter experts in support of TAS. The scope of OPPP's work will cover the conduct of due diligence, project preparation and structuring, developing financial models, assessing project financial viability, preparing project documentation (including concession agreements and tender documents), assisting in contract negotiations, regulatory support, project monitoring and performing other activities as may be required by the client Philippine government agencies leading to commercial and financial closure.

The Accountability Mechanism is an independent complaint mechanism and fact-finding body for people who believe they are likely to be, or have been, adversely affected by an Asian Development Bank-financed project. If you submit a complaint to the Accountability Mechanism, they may investigate to assess whether the Asian Development Bank is following its own policies and procedures for preventing harm to people or the environment.
