As stated by the ADB, the fourth activity under the Small Expenditure Financing Facility (SEFF) aims to improve project readiness for the Kyrgyz Republic's first utility-scale floating solar photovoltaic (FPV) power plant at Hydropower Plant 5 (HPP5) near Bishkek. It will finance critical preparatory activities, including:
(i) recruitment of a Project Preparation Consultant (PPC);
(ii) preparation of engineering, procurement, and construction (EPC) tender documents;
(iii) conduct of a detailed bathymetric survey;
(iv) supervision of the EPC tender process;
(v) project due diligence;
(vi) preparation of a power purchase agreement (PPA);
(vii) support for obtaining permits and approvals;
(viii) preparation for project auditing; and
(ix) subject to funding availability, establishment of a Core Project Implementation Unit (PIU) 1 and other preparatory activities as needed.
These efforts will ensure full implementation readiness and directly support the timely and effective launch of the ensuing 15/MW ADB-financed FPV investment project, scheduled for ADB approval in 2026.
