According to the Bank’s website, the activity will pilot low-carbon technologies in the renovation of five schools and one preschool in Bishkek, including building thermal insulation and LED lighting. It will also support the preparation of the ensuing Bishkek Low-Carbon Municipal Building Upgrading Project. The activity will improve project readiness and facilitate the implementation for the pilot work and the ensuing project. Results from the pilot renovations will be assessed for their scalability under the Bishkek Low-Carbon Municipal Building Upgrading Project. Environmental, social, climate, and gender assessments will be conducted, along with stakeholder consultations, resettlement planning, and risk mitigation strategies, to inform preparation and implementation of the ensuing project.

The activity will be financed by a concessional subloan of $3 million from ADB’s ordinary capital resources under the approved SEFF. The subloan will have a 32-year term, including a grace period of 8 years; an interest rate of 1.0% per year during the grace period and 1.5% per year.
