According to the Bank’s website, the knowledge and support technical assistance (KSTA) will contribute to improved urban service coverage delivery as well as project processing and implementation capacity in the Pacific through water and wastewater operators twinning partnerships that promote peer-to-peer knowledge exchange. Where skills gaps exist, it will scale up the capacity building through tailored capacity supplementation. This will ensure quality-at-entry of ADB TAs (Technical Assistance) and projects.
The TA financing amount is $4,850,000, of which (i) $3,500,000 will be financed on a grant basis by ADB’s Technical Assistance Special Fund (TASF-others); (ii) $700,000 will be financed on a grant basis by the Ireland Trust Fund for Building Climate Change and Disaster Resilience in SIDS (BCCDR) and administered by ADB; and (iii) $650,000 will be financed on a grant basis by the Ocean Resilience and Coastal Adaptation Trust Fund7 under the Ocean Resilience and Coastal Adaptation Financing Partnership Facility (ORCA-FPF) and administered by ADB.

ACCOUNTABILITY MECHANISM OF ADB
The Accountability Mechanism is an independent complaint mechanism and fact-finding body for people who believe they are likely to be, or have been, adversely affected by an Asian Development Bank-financed project. If you submit a complaint to the Accountability Mechanism, they may investigate to assess whether the Asian Development Bank is following its own policies and procedures for preventing harm to people or the environment. You can learn more about the Accountability Mechanism and how to file a complaint at: http://www.adb.org/site/accountability-mechanism/main.
