According to the Bank’s website, this grant aims to establish social justice in health, education, employment, and other areas for persons with diverse Sexual Orientation, Gender Identity and Expressions, and Sex Characteristics (SOGIESC). It aims to contribute to addressing the following challenges faced by these persons: (i) limited government capacity to advocate for legal reform and integrate SOGIESC issues in programs and systems; (ii) poor access to employment and basic services (e.g., health, education, information, and identity documentation services), (iii) limited organizational capacity; and (iv) lack of social acceptance and awareness of society, which has resulted in poor access to services (e.g., education, health), lack of self-esteem and confidence, and lack of visibility of persons with diverse SOGIESC. Persons with diverse SOGIESC miss out on the existing social, health and economic supports due to social stigma and lack of awareness. Also, the Fifteenth Five-Year Plan (2020-2024) of the Government of Nepal has adopted a working policy to raise awareness of families and communities and develop the capacity of key stakeholders to eliminate social discrimination against them. Its succeeding 16th Five-Year Periodic Plan (024/25- 28/29) has set a strategy of identifying, addressing, and eliminating structural barriers to development endeavors to achieve good governance, social justice, and prosperity. It aims to establish social justice in health, education, employment, and other areas. It has the vision to address gender equality, empowerment, social justice, and social inclusion in all policies and programs to leave no one behind. Its strategic plan include programs for the economic empowerment of sexual and gender minorities. This proposed project will support the fulfillment of this vision and strategy.
