According to the Bank’s website, the project consists of an equity commitment of up to EUR 30 million in favour of Horizon Capital Catalyst Fund SCSp (Catalyst). Catalyst will invest minority equity capital in asset-heavy mid-cap companies and/or projects in Ukraine, with primary focus on the energy, digital infrastructure, construction services and construction materials sectors, to achieve long term capital appreciation.
Categorised FI (ESP 2024). Horizon Capital is an existing client of the EBRD.
Horizon Capital has the capacity to develop a management system aligned with the Bank's E&S eligibility criteria for renewable energy sub-investments and to adequately address risks associated with the renewable energy supply chain, particularly the risk of forced labour linked to the production of wind turbines, part of the contemplated pipeline.
An equity commitment of up to EUR 30 million.
Catalyst will be managed by HCCF Partners, LLC and advised by Horizon Capital Advisors, LLC.

ACCOUNTABILITY MECHANISM OF EBRD
The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project. Additionally, the PCM has the authority to recommend a project be suspended in the event that harm is imminent.
