Project Description
If provided by the financial institution, the Early Warning System Team writes a short summary describing the purported development objective of the project and project components. Review the complete project documentation for a detailed description.

As stated by the EBRD, the project consists of a senior unsecured loan of up to EUR 5 million under the EBRD Go Digital in Western Balkans Programme (Go Digital) to NLB Pristina (NLBP) for on-lending to eligible local small and medium-sized enterprises (SMEs) in Kosovo.

The proceeds of the Bank's investment will be used for providing a combination of specialised financing for automation, digitalisation, competitiveness and green technologies to eligible SMEs in accordance with the respective Policy Statement. At least 60% of the total investments shall be in eligible automation and digitalisation projects, of which at least 60% shall be GET eligible. Furthermore, at least 60% of the total investments shall be GET eligible.

Early Warning System Project Analysis
For a project with severe or irreversible impacts to local community and natural resources, the Early Warning System Team may conduct a thorough analysis regarding its potential impacts to human and environmental rights.

The EBRD categorized the project environmental and social risk as 'FI'.

Financial Intermediary
A financial intermediary is a bank or financial institution that receives funds from a development bank. A financial intermediary then lends these funds to their clients (private actors) in the form of loans, bonds, guarantees and equity shares. Financial intermediaries include insurance, pension and equity funds. The direct financial relationship is between the development bank and the financial intermediary.
Private Actors Description
A Private Actor is a non-governmental body or entity that is the borrower or client of a development project, which can include corporations, private equity and banks. This describes the private actors and their roles in relation to the project, when private actor information is disclosed or has been further researched.

As stated by the EBRD, NLB Banka sh.a. (NLB Pristina or NLBP) is a longstanding EBRD client and the second largest commercial bank in Kosovo with a market share of 17% by total assets and 17.6% by net loans as of YE 2024. NLBP offers a wide range of commercial banking products to all customer segments, with a focus on SME and corporate lending, as well as a strong presence in the retail segment with mortgage loans.

The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project.
