According to the Bank’s website, the project consists of the provision of a sovereign loan of up to EUR20.9 million to the Republic of North Macedonia (the"Borrower") for the benefit of the Macedonian Railways Transport Joint Stock Company Skopje ("MRT", the "Client" or the "Company"), the national railway operator of the Republic of North Macedonia, to finance the general overhaul of existing locomotives and procurement of new electric locomotives to be used for freight transport (the "Project").
The Project will help the Company enhance the efficiency and sustainability of its operations, improve quality and safety of its freight transport, and reduce CO2 emissions.
The Project has been categorised B in accordance with the 2024 EBRD Environmental and Social Policy ("ESP"), as the potential impacts of the rolling stock upgrade and purchase are expected to be readily identifiable and addressed through targeted mitigation measures.

ACCOUNTABILITY MECHANISM OF EBRD
The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project. Additionally, the PCM has the authority to recommend a project be suspended in the event that harm is imminent.
