As stated by the EBRD, the project consists of the development of green-certified, earthquake-resistant student dormitory with c.500 beds within Ozyegin University's existing Cekmekoy campus in Istanbul, Turkiye.
The EBRD's financing will be used for the development of an earthquake resilient modern student dormitory located within the Ozyegin University's campus. The Project strongly aligns with the EBRD Real Estate Strategy 2025-2029, reinforcing priorities such as addressing the housing gap by delivering modern student accommodation and increased resource & energy efficiency.
Istanbul hosted approximately 908,000 undergraduate university students enrolled in various university programmes during the 2024-2025 academic year. Students face a severe shortage of quality housing in Istanbul as state-run dormitories have a limited capacity only being able to serve 30% of the students registered at Ozyegin University can stay at university dormitories. The Project will deliver an additional c.500 beds in an earthquake-resilient student dormitory for Ozyegin University students. The new dormitory will create a safe, inclusive, and academically enriching environment that directly supports student retention and performance.
As stated by the EBRD, established in 2007 by the Husnu M. Ozyegin Foundation, Ozyegin University is one of the leading non-profit, state-recognized higher education institution based in Istanbul, Turkiye. It offers 71-degree programs across 7 faculties and 3 graduate institutes, serving over c.8,000 students.
As stated on their website, established in 1990, the Hüsnü M. Özyegin Foundation is a private philanthropic organization committed to fostering social and economic progress in Turkiye.

ACCOUNTABILITY MECHANISM OF EBRD
The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project. Additionally, the PCM has the authority to recommend a project be suspended in the event that harm is imminent.
