As stated on the project disclosure page, the EBRD provided up to EUR 50 million in favour of Cimsa Cimento Sanayi ve Ticaret A.S., a joint stock company incorporated in Turkiye, to finance the green investment programme implemented under the Company's Green Financing Framework which includes a greenfield calcium aluminate cement ("CAC") kiln and decarbonisation investments in other existing kilns located at the Mersin plant in Turkiye.
This decarbonisation investment program fully supports the green economy transition through the capacity building of green cement derivatives (i.e., CAC) while implementing renewable energy sources and improving thermal efficiencies, while reducing the clinker to cement ratio with alternative raw materials. The investment in the greenfield CAC kiln will contribute to the decrease in fuel and energy consumption. Therefore, the Project is qualified as 74% GET and aligned with EU Taxonomy for climate mitigation given it will enable and demonstrate substantial life cycle GHG emission savings.
The Project will also address key human capital development by introducing a new internship programme to build technical and green manufacturing skills in partnership with local education providers. The Project also qualifies for Gender SMART at the level of gender additionality as it will promote women's access to economic opportunities in the male dominated cement industry.
The main objective of the project's technical cooperation component is to develop a dust monitoring model through the integration of satellite-based remote sensing and AI analytics to estimate fugitive dust emissions from Cimsa's Mersin plant. This will be supported by a detailed analysis of the various dust types generated at different stages of cement production, including their sources, composition, and characteristics. The outcome will enable a more targeted and effective approach to monitoring and mitigating dust emissions.

ACCOUNTABILITY MECHANISM OF EBRD
The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project. Additionally, the PCM has the authority to recommend a project be suspended in the event that harm is imminent.
