Project Description

According to bank provided information, the investments involves the provision of an equity investment of up to USD 32.1mn (EUR 27.6mn) in RWD Investments BV ("RWD"), a water infrastructure platform currently fully owned by Hassan Allam Utilities BV ("HAU"). The Bank's investment will raise capital for the execution of RWD's medium-term expansion pipeline in Egypt, and for development costs in relation to future large-scale projects in the water sector under Public Private Partnership ("PPP") structures.

The Project will further promote private sector participation in the Egyptian water sector, namely in the desalination space, while supporting the development of future PPP projects in the water sector.

Private Actors Description

RWD is a Netherlands-based investment vehicle established in 2019 and is wholly owned by HAU. RWD, through its local subsidiaries, primarily Ridgewood for Water Desalination SAE ("RWDWD"), as well as Sinai for Environmental Services SAE ("Sinai"), and Ridgewood Egypt for Infrastructure Projects LLC ("REFI"), owns and operates 79 water-desalination facilities across coastal cities in Egypt. RWDWD supplies desalinated water under BOO and O&M contracts, while Sinai and REFI lead B2B water distribution.

The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project. Additionally, the PCM has the authority to recommend a project be suspended in the event that harm is imminent.
