As stated by the EBRD, the transaction envisages providing a long-term secured loan of up to EUR 6.5 milion to the Borrower for the construction, equipment and placing into operation of the new plant in Kazakhstan. Prosol S.r.l., a limited liability company organised in Italy, will provide full corporate guarantee for the Loan.
The proceeds of the Bank's investment will be used for the construction, equipment and placing into operation of the new feed and nutritional yeast production facility in the Qyzyljar Free Economic Zone, Kazakhstan.
1) The Project will have a Technical Cooperation (TC) component provided by the Japan-EBRD Cooperation Fund (JECF). The TC funds will cover 70 per cent of the legal due diligence costs (estimated total legal due diligence cost of EUR69,250). Remaining 30 per cent will be contributed by the client.
2) Investment grant of EUR150,000 will be allocated from the Agrifood Nexus Programme funded by the Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection of Germany ("BMUV").
3) The Project will have a Technical Cooperation (TC) component provided by the Agrifood Nexus Programme. The TC funds will cover 70 per cent of the financial due diligence costs (estimated total financial due diligence cost of EUR17,000). Remaining 30 per cent will be contributed by the client.
As stated by the EBRD, Prosol Biotech Kazakhstan LLP is a newly created company, established under the jurisdiction of the Republic of Kazakhstan, with the purpose to build a feed and nutritional yeast production facility in Kazakhstan.

ACCOUNTABILITY MECHANISM OF EBRD
The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project. Additionally, the PCM has the authority to recommend a project be suspended in the event that harm is imminent.
