As stated by the EBRD, the project consists of the provision of a loan of up to EUR 40 million for the development, construction, and operation of solar PV plants in Romania with aggregate capacity of 189.7MWp, including the Sadova solar power plant of 61.9MWp located in Dolj County and the Dobrun solar power plants of 127.8 MWp located in Olt County.
The Project will contribute to climate change mitigation and the Romanian green energy transition by increasing the share of renewable energy generation in the country and adding new solar generation capacity to the national energy system. In addition, the Project will also strengthen private sector presence in the renewable energy sector in the country.
As stated by the EBRD, the Borrowers will be Solar World SRL, RB Solar Energy SRL and Energie Soleil SRL, special purpose vehicles incorporated in Romania, for the sole purpose of implementing the Project. The Borrowers are ultimately owned by Scatec ASA (65%) and Defic Globe Enerji AS (35%). Scatec is a Norway-based integrated independent power producer specialising in renewable energy and listed on the Oslo Stock Exchange. Defic Globe Enerji is a renewable energy company based in Turkiye.

ACCOUNTABILITY MECHANISM OF EBRD
The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project. Additionally, the PCM has the authority to recommend a project be suspended in the event that harm is imminent.
