According to the Bank’s website, the Improving Economic Management Program will help the Government of Tonga implement reforms to mitigate fragilities intensified by the coronavirus disease (COVID-19) pandemic and the 2022 volcanic eruption at Hunga Tonga–Hunga Ha’apai (HTHH) and associated tsunami waves. The program comprises two subprograms that will (i) strengthen public sector management and sustainability, and (ii) boost economic and social resilience in Tonga.
The program is categorized low risk because (i) the grant does not exceed $50 million, (ii) ADB has a strong track record of engaging in Tonga’s public sector, (iii) the executing agency has demonstrated reasonable ability to administer previous externally financed programs, and (iv) the operation is not expected to be classified A for any safeguard category.
The government has requested a grant not exceeding $10 million from ADB’s Special Funds resources (Asian Development Fund) to help finance subprogram 1, and an indicative $5 million grant for subprogram 2.
