According to the Bank’s website, the development plan encourages investments to accelerate poverty reduction and reinvigorate job creation in the country. The development plan also aimed to ensure food security and improve access to food, especially among the most vulnerable.
The project’s primary beneficiaries include its existing employees, Dali’s additional personnel, and the communities they will serve. The project will provide income and employment opportunities to low-income people.
The project will help expand Dali’s retail and warehousing operations. This expansion will improve people’s access to basic food and non-food products. People with low incomes will especially benefit as Dali offers these products at discounted prices. In addition, establishing new stores can provide employment opportunities to local communities and market access for local suppliers, thereby providing stable income sources.

Considering the company existing operations and the planned expansions which will include construction of new stores in the Philippines, ADB has categorized the investment in compliance with ADBs Safeguard Policy Statement (2009) as category B for environment.
Involuntary Resettlement: C
ADB has categorized the investment in compliance with ADBs Safeguard Policy Statement (2009) as category C for involuntary resettlement. Involuntary resettlement impacts are not anticipated.
Indigenous Peoples: C
ADB has categorized the investment in compliance with ADB Safeguard Policy Statement (2009) as category C for indigenous peoples. As confirmed in the ESDD for the investment, Dali facilities are in urban, semi-urban, industrial or commercial areas where no known indigenous communities are present. Impacts on Indigenous Peoples are not anticipated.
Dali Discount AG, doing business as Dali Everyday Grocery, is a Swiss international hard discount retail chain with a primary focus on Southeast Asia, particularly the Philippines. Its Singapore-based subsidiary, HDPM Sin Pte. Ltd., operates a local subsidiary known as Hard Discount Philippines Inc.
