As stated by the EBRD, the project consists of the provision of a senior loan of up to EUR 30 million to the Romanian City of Brasov to finance priority investments for the rehabilitation of public buildings. The Project is proposed to be a trigger investment under the EBRD Green Cities Framework 3 ("GrCF3") and will support the City in developing its Green City Action Plan ("GCAP").
The project objectives are:
- Implementation of energy efficiency measures in public buildings aiming to improve the environmental and living conditions in the Brasov region.
- Development and implementation of the GCAP for the Client, a strategic multi-project approach that will identify, prioritise and address environmental challenges at the city level.
Brasov is a one of the largest cities of Romania, with a population of approximately 400,000 inhabitants. It is one of the wealthiest cities in Romania, with a diversified industrial base and a popular tourist destination due to its historic old town and proximity to the major ski resorts of Romania.

ACCOUNTABILITY MECHANISM OF EBRD
The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project. Additionally, the PCM has the authority to recommend a project be suspended in the event that harm is imminent.
