According to the Bank’s website, the proposed policy-based loan (PBL) will help the government implement its climate priorities, particularly those in NAP and the NDC-U. It is aligned with the Paris Agreement's climate goals and the Asian Development Bank (ADB) country partnership strategy for Bangladesh, 20212025 to promote green growth and climate resilience. The PBL is structured in coordination with development partners, with expected cofinancing from Agence Franaise de Developpement, the Asian Infrastructure Investment Bank, and Korea Export Import Bank. The PBL supports ADB Strategy 2030's operational priorities: (i) addressing remaining poverty and reducing inequalities; (ii) accelerating progress in gender equality; (iii) tackling climate change, building climate and disaster resilience, and enhancing environmental sustainability; (iv) making cities more livable; (v) promoting rural development and food security; and (vi) strengthening governance and institutional capacity.
The program was categorized complex because of the loan amount.
Subprogram 1 is category B for environment and category C for involuntary resettlement, and indigenous peoples following the Asian Development Bank's Safeguard Policy Statement (2009).
Under the program, ADB will provide a $400 million loan for subprogram 1 in 2023 from ADB’s concessional ordinary capital resources, which represents 1.8% of the estimated FY2024 fiscal deficit. The AIIB will provide parallel cofinancing of $400 million for subprogram 1, and this will be partially administered by ADB that will entail limited services, comprising E&S monitoring and reporting to the same extent as ADB’s own program. Additional cofinancing expected for subprogram 1 includes $106 million from Agence Française de Développement and $50 million– $90 million from the Export-Import Bank of Korea.
The government has requested a concessional loan of $400 million from ADB’s ordinary capital resources to help finance the program. The loan will have a 25-year term, including a grace period of 5 years; an interest rate of 2.0% per year during the grace period and thereafter; and such other terms and conditions set forth in the draft loan agreement.
