According to bank provided information, the investment involves the provision of a sovereign loan of up to EUR 35.5 million to the Republic of Benin to co-finance, alongside the European Investment Bank ("EIB"), the development and modernisation of the municipal solid waste management system in the Grand Nokoue region in Southern Benin (the "Project").
The Project will support priority infrastructure aimed at improving collection, sorting, recovery and treatment of municipal solid waste across the Grand Nokoue region, which covers the administrative and economic capitals, Porto-Novo and Cotonou, as well as the municipalities of Ouidah, Abomey-Calavi and Seme-Kpodji. Together, this region accounts for approximately 20% of Benin's population and 30% of the country's GDP, generating over 600,000 tonnes of municipal solid waste annually.
The Bank's proceeds will finance investments such as the acquisition of new trucks and vehicles for waste collection and transport, the installation of manual sorting facilities at collection points, the construction of composting facilities and the implementation of landfill gas collection and leachate management systems at the existing landfill sites.
The Project builds on preparatory work under the Clean Oceans Initiative, contributing to pollution reduction and sustainable urban development in line with Benin's National Development Plan (2018-2025).
The key objective of the Project is to develop and modernise the existing solid waste management system in the Grand Nokoue region to enhance waste sorting and recovery, reduce landfill dependence in order to mitigate environmental and health impacts. The Project will reduce CO2 and methane emissions and significantly reduce leachates at existing landfill sites.
Beyond its environmental impact, the Project aims to, strengthen governance and institutional capacity within the state-owned Societe de Gestion des Dechets et de la Salubrite ("SGDS"), particularly regarding tariffs, operational collection and institutional partnerships and create inclusive employment opportunities, particularly for women engaged in the municipal solid waste sector. A complementary Technical Cooperation ("TC") programme will support technical, environmental and social due diligences, while a dedicated governance and gender TC will help SGDS operationalise its institutional arrangements with utility partners and develop institutional implementation capacity to promote gender equality through an Equal Opportunities Action Plan ("EOAP").

The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project.
