Project Description
If provided by the financial institution, the Early Warning System Team writes a short summary describing the purported development objective of the project and project components. Review the complete project documentation for a detailed description.

As stated by the EBRD, the project consists of a senior loan of up to EUR 70 million, comprising a committed tranche of EUR 35 million and an uncommitted tranche of EUR 35 million, to Zagrebacki Holding d.o.o..

The Loan will finance the first stage of the City of Zagreb's Urban Revitalisation Improvement Plan, including:

(i) the development of underground parking facilities,
(ii) the installation of supporting infrastructure for bicycles, and
(iii) the preparatory works and infrastructure for the installation of electric vehicles (EV) charging stations at the Borrower's facilities.

The Project is expected to benefit from an InvestEU guarantee under the InvestEU Framework for Sustainable Transition II.

The Project will support implementation of the Urban Revitalisation Improvement Plan and address key urban mobility and transport challenges, in line with Zagreb's sustainable urban mobility plans. By relocating parking capacity underground and investing in sustainable mobility infrastructure, the Project is expected to reduce pressure on surface parking, improve urban public spaces by reallocating space to pedestrians and cyclists as well as introducing additional greenery in the streets surrounding the parking facility, promote more sustainable modes of transport and mobility and enhance accessibility across the City of Zagreb.

The Project will support demand reduction by enabling the replacement of on-street parking spaces with underground parking facilities, thereby freeing up public spaces and promoting walking, cycling and the use of public transport. It will also enable additional planting of trees and greening of the surrounding area, further improving the quality of the urban environment. Together, these measures are expected to contribute to reduced greenhouse gas emissions and local air pollutants from urban transport, while also alleviating congestion, improving pedestrian accessibility and enhancing the quality of the urban environment in the city centre.

The Project will strengthen the Borrower's resilience to cybersecurity risks by supporting improvements in its cybersecurity governance, processes and controls, with a particular focus on protecting the digital systems and services underpinning parking and garage operations. These measures are expected to improve the security, reliability and continuity of the Borrower's digital services and strengthen its capacity to prevent, respond to and recover from cyber incidents.

The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project.
