As stated by the EBRD, the project consists of the provision of a senior loan in the amount of up to EUR 30 million to the City of Timisoara to support, alongside the European Union, key municipal infrastructure investments, as follows: (i) rehabilitation of the district heating network and (ii) urban regeneration investments, including public lighting, bike lanes, green spaces, and irrigation systems.
The Project is part of the EBRD's Green Cities Framework 3 (''GrCF3'') whose primary goal is to achieve significant environmental improvements in the target cities. The GrCF3 also aims to build necessary capacity and facilitate stakeholders' engagement in order to improve the governance, operational efficiency and financial sustainability in the respective cities and municipal sectors.
This Project will primarily promote the Green transition quality by improving energy efficiency in the district heating sector and by improving connectivity and environmental sustainability, as part of the urban regeneration investment.
The Project will also support the Resilient transition quality through the delivery of sustainable public services, climate-proof design, community involvement, smart systems, robust utilities and adaptive planning.

ACCOUNTABILITY MECHANISM OF EBRD
The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project. Additionally, the PCM has the authority to recommend a project be suspended in the event that harm is imminent.
