As stated by the EBRD, the project consists in the provision of a sovereign loan of up to EUR 11 million to the Kyrgyz Republic, to be on-lent to Open Joint Stock Company "Chakan GES" (Chakan) to finance the construction of the 20 MW Solar Power Plant with 6 MWh battery energy storage system (BESS) and transmission infrastructure at the Cascade of Alamedin Hydropower Plants in the Chuy Region of Kyrgyz Republic. The project will be co-financed by an investment grant of up to EUR 4.0 million from an international donor or the EBRD's Shareholder Special Fund (SSF).
The project aims to diversify the hydro-reliant national energy mix by adding new renewable capacity. The Project will mitigate the impact of seasonal hydrological variability on electricity generation and stregthen reliability of power supply in the Kyrgyz Republic.
As stated by the EBRD, Open Joint Stock Company "Chakan GES" is a 100 per cent state-owned hydropower plant operator. Chakan's generation portfolio comprises hydropower plants with an aggregate installed capacity of 63.5 MW. The Alamedin Cascade, with a total installed capacity of 29.8 MW, comprises eight hydropower plants and plays an important role in supplying electricity to the Chuy province including Bishkek city.

ACCOUNTABILITY MECHANISM OF EBRD
The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project. Additionally, the PCM has the authority to recommend a project be suspended in the event that harm is imminent.
