According to the EBRD, the project consists of a sovereign loan of up to EUR16.9 million to the Kyrgyz Republic to modernise the district heating (DH) infrastructure in Bishkek, improve its energy efficiency and reduce emissions from heating. The proceeds will be used to modernise pumping stations, rehabilitate an aging DH network, install Supervisory Control and Data Acquisition (SCADA) systems, and procure specialised vehicles. The project is a follow-on investment under the EBRD Green Cities Programme and the City's Green City Action Plan (GCAP).
The project aims to address pressing environmental concerns related to worn-out and outdated DH infrastructure. It will help to (i) reduce heat losses and electricity consumption, (ii) enhance operational reliability, (iii) improve the energy efficiency through improved system control, as well as (iv) help the long-term financial sustainability of the municipal DH operator.
According to the EBRD, the EBRD loan will be co-financed by a concessional loan of up to €16.8 million from the Green Climate Fund (GCF) or another source, and an investment grant of up to €6.5 million from an international donor or the EBRD Shareholder Special Fund (SSF).
According to the EBRD, the project implementing agency will be the Municipal Enterprise Bishkekteploset (BTS), the main DH distributor in the City. It operates the pumping stations and the majority of DH network and supplies heat from the CHP.

ACCOUNTABILITY MECHANISM OF EBRD
The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project. Additionally, the PCM has the authority to recommend a project be suspended in the event that harm is imminent.
