According to the Bank’s website, the project consists of the provision of a sovereign loan of up to EUR 40 million to the Republic of Uzbekistan for the benefit of the JSC "Uzbekistan Temir Yollari" (UTY), to part-finance the UTY's digital transformation programme, which includes the introduction of software for traffic management, transport management, and selected cybersecurity systems.
The project will support the UTY's digital transformation, enhancing operational efficiency, safety, and reliability in transportation and train traffic management. These improvements are expected to increase network capacity and revenue, ultimately strengthening UTY's competitiveness in the market.
Categorised B (ESP 2019). The proposed project does not involve expansion of physical network or new operations, and is financing software for traffic management, transport management, and selected cybersecurity systems.
The E&S impacts of the Project are mainly related to organisational change management and personnel retraining required due to introduction of new IT solutions. The risk of redundancies is expected to be minimal, although this will be further explored.

The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project.
