According to the Bank’s website, the project consists of a sovereign loan of up to EUR 95m to the Republic of Turkiye represented by the Ministry of Treasury and Finance, which will be on-granted to Adiyaman Municipality in Turkiye. The loan will finance the construction of up to 350 km of a sewer network and up to 50 km of a storm water network, including construction supervision services, in the city of Adiyaman, subject to the outcome of technical due diligence.
The Project aims to support the reconstruction and rehabilitation of essential wastewater network infrastructure in Adiyaman, a region severely impacted by the two catastrophic earthquakes with magnitude of 7.7 and 7.6 on February 6, 2023, which caused a widespread devastation across 11 provinces in southeastern Turkiye, severely disrupting the livelihoods of countless people.
The Bank's investment is intended to improve essential services in the region and support the long-term resilience and sustainability of the city's infrastructure.
The proposed project has been categorised B in accordance with the 2019 EBRD Environmental and Social (E&S) Policy, as the potential impacts are expected to be site specific and readily identifiable and addressed through mitigation measures. The proposed investment programme will finance rehabilitation of sewer networks and storm water network, including construction supervision services, which is expected to result in significant environmental and social benefits. There are no components identified that will trigger category A, however this will be confirmed by the final results of the due diligence.

The Borrower is the Republic of Turkiye, represented by the Ministry of Treasury and Finance. Adiyaman Municipality is the Beneficiary of the Project. ILBANK, a development and investment bank owned by municipalities and provincial special administrations, will act as the Implementation Agency.

The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project. Additionally, the PCM has the authority to recommend a project be suspended in the event that harm is imminent.
