As stated by the EBRD, the project consists of a senior loan of up to EUR 10M in favour of Winner Leasing LLC, and will be used to support an independent private leasing service provider in Ukraine. The loan will be provided under the Resilience and Livelihoods Framework.
The Project will help Winner Leasing to maintain a sustainable funding base during the crisis and provide continued access to finance private SMEs affected by the ongoing war on Ukraine.
The EBRD categorized the project environmental and social risk as 'FI'.
As stated by the EBRD, Winner Leasing LLC is a limited liability company incorporated in Ukraine. Founded in 2016, the Company provides financial and operating leasing services. WL is part of the Winner Group Ukraine, founded in 1994 and existing EBRD client since 2021. WGU is official importer of the leading international original equipment manufacturers in Ukraine.

ACCOUNTABILITY MECHANISM OF EBRD
The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project. Additionally, the PCM has the authority to recommend a project be suspended in the event that harm is imminent.
