According to the bank-provided information, the project involves the provision of a sovereign guaranteed loan of up to EUR 35 million to the Office National de l'Assainissement ("ONAS"), the national sanitation utility and an existing Client of the Bank. The proceeds of the EBRD loan will be used by ONAS to finance the construction of a wastewater and treated water transmission network in Greater Tunis to relieve systemic pressure in the wastewater network and link the new El Hessiane WWTP to the network.
El Hessiane WWTP is planned to be built under a 22-year PPP scheme and is expected to be the first full-scale PPP in Tunisia's water & wastewater sector.
The investment will help to relieve systemic pressure on the wastewater network in Greater Tunis and is in line with the Bank's overall commitment to the sustainable development of the water & wastewater sector in Tunisia, including through the Bank's previous engagements with ONAS.

ACCOUNTABILITY MECHANISM OF EBRD
The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project. Additionally, the PCM has the authority to recommend a project be suspended in the event that harm is imminent.
