As stated on the project disclosure page, the project consists of the provision by the EBRD of a sovereign loan to the Republic of Tajikistan in the amount of up to EUR 4.0 million to finance improvements of critical water supply infrastructure in the city of Bokhtar. The loan will be co-financed by up to EUR 4.0 million investment grants from the EBRD Shareholder Special Fund and/or other international donors. The loan will be on-lent to the State Unitary Enterprise "Khojagii Manziliyu Kommunali" Bokhtar Water and Wastewater Company which is a wholly-owned subsidiary of State Unitary Enterprise "Khojagii Manziliyu Kommunali".
The Project builds up on the success of the previous projects in the water sector of Tajikistan aiming to (i) address the critical water infrastructure rehabilitation needs, (ii) contribute towards improving the quality and reliability of potable water supply and treatment services, and (iii) improve financial and operational standing of utility achieved through a general reform programme to support cashless payments.
The borrower is the Republic of Tajikistan, represented by the Ministry of Finance. The loan will be on-lent to the State Unitary Enterprise "Khojagii Manziliyu Kommunali" Bokhtar Water and Wastewater Company and for the benefit of the city of Bokhtar.

ACCOUNTABILITY MECHANISM OF EBRD
The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project. Additionally, the PCM has the authority to recommend a project be suspended in the event that harm is imminent.
