According to the bank-provided information, the project involves the provision of up to EUR 250 million in senior loans to leading Partner Financial institutions (PFIs) in Morocco for on-lending to mid-caps and large corporates under the medium-sized Green Economy Financing Facility (MidGEFF). Up to EUR 20 million of concessional loan will be co-financed by HIPCA Canada.
The purpose of the Project is to enable the PFIs to accelerate and scale up the financing of mid-sized green investments (above EUR 5 million per sub-project) in Morocco. The use of proceeds will be directed towards renewable energy, industrial energy efficiency, green buildings, waste-to-energy, climate adaptation and circular economy projects. Renewable energy sub-projects will be capped at 20MW of installed capacity and non-renewable energy sub-projects will be capped at EUR 15 million.
The Project will facilitate the transfer of skills to both PFIs and companies by upgrading environmental standards, building capacity for financing technologically advanced green investments, and supporting the development of expertise to assess the financial viability of mid-sized green investments.

The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project. Additionally, the PCM has the authority to recommend a project be suspended in the event that harm is imminent.
