According to the EBRD, the project consists of the provision of a sovereign loan of up to EUR30 million to Bosnia and Herzegovina, for the benefit of the Ministry of Spatial Planning of Federation of Bosnia and Herzegovina (FBIH), to implement energy efficiency measures in up to 53 public buildings owned by the FBIH.
The loan will be split into two tranches: tranche 1 of up to EUR10 million ("Tranche 1") and tranche 2 of up to EUR20 million ("Tranche 2") and will finance energy efficiency investments including outer walls insulation, new glazing, roof insulation, energy efficient lighting, fuel switch (coal and heavy fuel oil replacement as a must), etc. aiming to reduce energy consumption for each building by 30 per cent to 60 percent. In addition, the Project is expected to result in replacement of outdated infrastructure, reduction of negative impact on the environment and improvement of comfort and quality of services in the public buildings.
The Borrower is BiH. The Client and beneficiary is the Ministry of Spatial Planning of the FBIH.
The Project is envisaged to include technical cooperation ("TC") to support the Ministry with the Project's preparation and implementation as follows:
(a) Pre-signing:
i. Environmental, social and technical due diligence for the investment to be financed by Tranche 1;
ii. Development of a public building renovation programme until 2030;
(b) Post-signing:
i. Project implementation unit and procurement support for the components to be financed by both Tranche 1 and Tranche 2;
ii. Project preparation support to the Ministry for design, technical specifications and bill of quantities for the investment financed by Tranche 1;
iii. Project preparation for the investment to be financed by Tranche 2 including energy audits, environmental, social and technical due diligence, detailed design and tender documents.

The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project. Additionally, the PCM has the authority to recommend a project be suspended in the event that harm is imminent.
