According to the EBRD, the project consists of the provision of a senior loan of up to EUR297 million (equivalent) to Kazakhstan Electricity Grid Operating Company JSC (KEGOC) to finance the construction of high-voltage electricity transmission lines and associated infrastructure. The Company is responsible for the transmission and dispatch of the electrical power and ensures the stability and reliability of the high voltage Unified Power System of Kazakhstan.
The proceeds will be used for the construction of (i) 604 km long 500kV overhead transmission line between towns of Ulke and Karabatan in Western Kazakhstan, (ii) 500kV substation in Karabatan and expansion of (iii) 220kV switchyard at the Karabatan substation and the 500 kV switchyard at the Ulke substation. The project will connect currently isolated West Power Zone with the Unified Power System of Kazakhstan. The project aims to enhance Kazakhstan's energy security and independence, improving the reliability of energy supply, strengthening climate resilience of Western Kazakhstan, and integrating utility-scale renewable energy capacities.
As stated by the EBRD, Kazakhstan Electricity Grid Operating Company JSC (KEGOC), 85 per cent owned by the National Welfare Fund Samruk-Kazyna and 15 per cent listed on Kazakhstan Stock Exchange (KASE), is the national transmission system operator of Kazakhstan.

The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project. Additionally, the PCM has the authority to recommend a project be suspended in the event that harm is imminent.
