According to the bank disclosure statement, the primary objective of the Technical Assistance Cluster is to prepare 14 Green City Action Plans (GCAPs) for selected cities, delivered through three sequential subprojects. GCAPs are sustainable urban development plans that include economic, social, climate, physical, and risk profiles; city-level baseline analyses covering climate vulnerability and greenhouse gas (GHG) emissions; and a list of green and quality infrastructure investment (QII) projects. Subproject 3 marks the final phase, tasked with completing GCAPs for the remaining four cities, following the successful preparation of GCAPs under the earlier phases. The cities under Subproject 3 are well positioned to benefit from the lessons learned during previous implementations. These lessons are incorporated into the design of Subproject 3, to prevent implementation challenges and improve efficiency, enabling SP3to progress at a much faster pace than previous subprojects.

ACCOUNTABILITY MECHANISM OF ADB
The Accountability Mechanism is an independent complaint mechanism and fact-finding body for people who believe they are likely to be, or have been, adversely affected by an Asian Development Bank-financed project. If you submit a complaint to the Accountability Mechanism, they may investigate to assess whether the Asian Development Bank is following its own policies and procedures for preventing harm to people or the environment.
