According to the Bank’s website, the project consists of the provision of senior debt financing for the design, construction and maintenance of student accommodation and educational building facilities on the campuses of Volos and Lamia, pursuant to a 30-year PPP contract awarded by the University of Thessaly ("UoT" or "Contracting Authority). The Borrower will be a special purpose vehicle (to be defined) fully owned by Intrakat, a listed Greek construction company (the "Sponsor").
The Project is expected to increase capacity of the UoT's dormitories to accommodate up to 785 additional students, including by addressing housing and accommodation needs for financially disadvantaged students and providing new and updated technology equipment for research programs.
Categorised B (2019 ESP). Environmental and social risks related to design, financing, construction and technical management of student accommodation and educational and research building facilities on the campuses of Volos and Lamia belonging to the UoT are site specific and can be managed with appropriate mitigation measures.
A senior debt financing of EUR 42,500,000.00.
The Borrower (to be defined) is an SPV incorporated in Greece, and fully owned by Intrakat (the "Sponsor"). Intrakat is a listed Greek construction company with extensive experience in concessions, PPPs and renewable energy.

The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project.
