Project Description

According to ADB, The Khyber Pakhtunkhwa (KP) Health Service Improvement Program financed by the programmatic policy based loan (PBL) will support the health sector reform in KP as health care became a provincial subject after devolution of health to the provinces in the wake of the 18th Constitutional Amendment. al and thereby assisting the provincial government of KP (GoKP) in achieving its goal to provide quality health care services that are accessible, efficient and equitable especially for the poor and vulnerable.

The Khyber Pakhtunkhwa Health Systems Strengthening Program results-based loan (RBL) supports the Revamping Secondary Health Care (RSHC) program,* a flagship and province-wide program of the Government of Khyber Pakhtunkhwa to improve secondary health care (SHC) services.

The RBL program aims to enhance the quality of SHC services in Khyber Pakhtunkhwa Province by (i) ensuring the availability and implementation of clinical protocols, standards, and guidelines at secondary hospitals; (ii) modernizing hospital infrastructure and medical equipment; (iii) reinforcing the planning of human resources and health services; (iv) upgrading the management of the medicine supply chain; and (v) improving the efficacy of service delivery.

The transaction technical assistance "Preparing the Khyber Pakhtunkhwa Health Systems Strengthening Program" was approved on 5 October 2021.

PROJECT RATIONALE AND LINKAGE TO COUNTRY/REGIONAL STRATEGY

The program will support the health sector reform through (i) improving quality health service delivery; (ii) strengthening health financing; and (iii) improving health governance and human resources.
